FAIRNESS IN HIRING AND MAKING DECISIONS THAT RUN COUNTER TO CITY NEEDS. TAKE THE BEAUMONT POLICE DEPARTMENT AS AN EXAMPLE. WE ALL RECOGNIZE THE NEED FOR QUALIFIED OFFICERS AND THE EXISTING VACANCIES. HOWEVER, THERE ARE INDIVIDUALS WHO ARE ALREADY TRAINED, CREDENTIALED AND PART OF THIS COMMUNITY WHO ARE BEING DISREGARDED. SOME DECISIONS RELY ON A STRICT READING OF POLICY WITHOUT CONSIDERING HOW A SITUATION IS ULTIMATELY RESOLVED. POLICIES SHOULD NOT BE APPLIED MECHANICALLY OR IN A WAY THAT IGNORES CONTEXT, MITIGATING CIRCUMSTANCES, AND ULTIMATE OUTCOMES. TOTALITY OF THE CIRCUMSTANCES, IN A NUTSHELL. IN SOME CASES THAT RESULTS IN QUALIFIED INDIVIDUALS BEING PUSHED OUT OR PERMANENTLY BARRED FROM EMPLOYMENT WITH THE CITY. IRONICALLY, A PROFESSION ENTRUSTED WITH UPHOLDING DUE PROCESS AND THE RULE OF LAW SOMETIMES FAILS TO EXTEND THE SAME CONSIDERATION INTERNALLY WHEN MATTERS ARE ULTIMATELY DISMISSED BY THE COURT IN THE INTEREST OF JUSTICE. THAT IS A DIFFICULT SITUATION FOR ME TO RECONCILE WITH FAIRNESS, SOUND JUDGMENT OR THE CITY'S STATED NEED FOR QUALIFIED OFFICERS. UNDER THE CHARTER, THIS BODY HAS THE AUTHORITY TO ASK QUESTIONS, SEEK CLARITY AND, WHEN NECESSARY, INITIATE A REVIEW INTO MATTERS AND WORK THROUGH THE CITY MANAGER TO RESOLVE THEM. THAT RESPONSIBILITY IS NOT SYMBOLIC. COUNCIL WORKS THROUGH THE CITY MANAGER AND THAT STRUCTURE SHOULD BE RESPECTED UP TO A [00:10:03] POINT. BUT RESPECT FOR PROCESS SHOULD NOT MEAN PASSIVITY OR BLIND ACCEPTANCE OF INVIDIOUS DECISIONS THAT RAISE LEGITIMATE CONCERNS ABOUT FAIRNESS AND JUSTICE. I UNDERSTAND THE CHARTER LIMITS DIRECT COUNCIL INVOLVEMENT IN DAILY OPERATIONS, BUT THAT DOES NOT INSULATE DEPARTMENT HEADS, THE CITY MANAGER OR THE CITY ATTORNEY FROM SCRUTINY, ACCOUNTABILITY OR THE EXPECTATION OF RESPONSIVENESS TO THIS BODY. IF ANYONE THINKS OTHERWISE, THEY SHOULD BE REPLACED. MY FAMILY HAS GIVEN NEARLY 100 YEARS OF COMBINED SERVICE TO THE CITY OF BEAUMONT. NOW, THAT MAY NOT MATTER TO SOME PEOPLE IN THIS ROOM, AND THEY'VE PROVEN THAT WITH THEIR ACTIONS. BUT IT MATTERS TO ME AND TO THE MANY CITIZENS WHO KNOW AND RESPECT MY FAMILY'S SERVICE. WHEN WE SENSE INJUSTICE, WE PERSIST, ESPECIALLY WHEN IT COMES TO ONE OF OUR OWN. I CARE DEEPLY ABOUT FAIRNESS, ACCOUNTABILITY, AND DOING RIGHT BY PEOPLE. SO IT LED ME TO DEVELOP AN ORGANIZATION CALLED THE VILLAGE. ONE OF THE THINGS I WANT TO MENTION BEFORE I TALK ABOUT THIS ORGANIZATION IS THAT I LITERALLY COME FROM NOTHING. MY MOTHER WAS AN ALCOHOLIC, A DRUG ABUSER. I HAD TO RAISE FOUR KIDS OF MY SIBLINGS, AND I LITERALLY CLIMBED FROM NOTHING IN ORDER. AND TO BE A SUCCESSFUL BUSINESS OWNER FOR THE LAST 11 YEARS, GENERATING MILLIONS FROM MY SALON RIGHT THERE ON CALDER. IN EARLY APRIL, THE CITY DID RECEIVE A PETITION SIGNED BY SEVERAL RESIDENTS OF THE ABIDING GRACE COMPLEX REQUESTING FIXED ROUTE BUS SERVICES TO THEM. NEXT SLIDE PLEASE. OH, THERE YOU GO. DURING A COUNCIL MEETING HELD EARLIER THIS APRIL, I DISCUSSED THE POSSIBILITY OF INSTALLING A BUS SHELTER AT THE EXISTING STOP LOCATED ON THE SOUTH SIDE OF THE THEODORE JOHNS LIBRARY, TO SERVE RESIDENTS IN THIS AREA. THAT PROPOSAL WAS CONTINGENT UPON THE CITY RECEIVING THE ARP GRANT, WHICH WAS SUBMITTED IN MARCH. WE LEARNED EARLY MAY THAT THE. THAT WE WERE NOT AWARDED THE GRANT. UNFORTUNATELY, THE BUS STOP I'M REFERRING TO IS REPRESENTED BY THE YELLOW STAR ON YOUR SCREEN. HOWEVER, AFTER FURTHER REVIEW, THAT PROPOSED STOP WOULD PRIMARILY SERVE THE PLACE OF GRACE COMPLEX RATHER THAN THE ABIDING GRACE COMPLEX. SO AT THE TIME I HAD THE LOCATIONS GEOGRAPHICALLY REVERSED IN MY MIND WHEN COMMUNICATING THIS TO COUNCIL, SO I DO APOLOGIZE FOR THAT. ALTHOUGH PLACE OF GRACE AND ABIDING GRACE SHARE THE SAME PROPERTY OWNER, THERE DOES NOT APPEAR TO BE ANY INTERCONNECTIVITY IN BETWEEN THE COMPLEXES THAT WOULD ALLOW ABIDING GRACE TO ACCESS THE EXISTING STOP AT THE THEODORE JOHN'S LIBRARY OFF SARAH STREET. IN REVIEWING THE CURRENT TRANSIT SYSTEM, THE SOUTH 11TH ROUTE CURRENTLY LOOPS AT THE FINET ROAD EXIT, WHICH IS SHOWN BY THE GREEN LINE ON THE LEFT OF YOUR SCREEN. ONE OPTION WOULD BE TO EXTEND THE ROUTE FURTHER EAST TO LOOP AT THE SOUTH FOURTH STREET EXIT. THIS IS REPRESENTED BY THE RED LINE ON YOUR SCREEN. THIS PROPOSED EXTENSION WOULD ADD APPROXIMATELY 2.08 MILES TO THE ROUTE IN TOTAL. NEXT SLIDE PLEASE. THE ROUTE CURRENTLY OPERATES 30 TRIPS PER DAY MONDAY THROUGH FRIDAY AND 14 TOTAL TRIPS ON SATURDAYS. THE AVERAGE TIME FOR RIDERS WAITING ON A BUS TO ARRIVE IS APPROXIMATELY 30 MINUTES. IF THE SOUTH 11TH STREET, OR IF THE SOUTH 11TH ROUTE WERE EXTENDED, THE SERVICE FREQUENCY WOULD DECREASE FROM 30 DAILY TRIPS TO APPROXIMATELY 24 TRIPS MONDAY THROUGH FRIDAY. SATURDAY SERVICE WOULD ALSO DECREASE FROM 14 TRIPS TO APPROXIMATELY 11 TRIPS. AND BY TRIPS I MEAN THEY RUN ON AN INFINITY LOOP. SO THE AMOUNT OF TIMES THAT THEY CAN RUN THAT INFINITY LOOP WOULD DECREASE. IN ADDITION, THE ROUTE EXTENSION WOULD INCREASE RIDER WAIT TIMES BY APPROXIMATELY 15 MINUTES DEPENDING ON TRAFFIC CONDITIONS. FROM A BUDGETARY STANDPOINT, THE REDUCED NUMBER OF DAILY TRIPS COULD RESULT IN A OPERATIONAL COST SAVINGS FOR THE CITY. HOWEVER, IT IS LIKELY THAT A BUS SHELTER WOULD ALSO BE REQUESTED IF THE ROUTE EXTENSION WERE TO BE TO MOVE FORWARD. SO JUST BE AWARE OF THAT. THE ESTIMATED COST FOR A COMPLETE BUS SHELTER RANGES FROM APPROXIMATELY 30,000 TO 40,000. THIS WOULD INCLUDE A CONCRETE BOARDING PAD, PREFABRICATED SHELTER, INFORMATION BOARD, SOLAR LIGHT BENCH, TRASH RECEPTACLE AND CONTRACTOR INSTALLATION COSTS. THIS ESTIMATE DOES NOT INCLUDE ANY ADDITIONAL SITE MODIFICATION THAT MAY BE NECESSARY TO MEET ACCESSIBILITY STANDARDS, SO THAT THAT COST COULD INCREASE IF THAT WERE REQUIRED. IT SHOULD ALSO BE NOTED THAT THE ROUTE IS ONE OF THE. THE SOUTH 11TH ROUTE IS ONE OF THE CITY'S MOST HEAVILY UTILIZED ROUTES, PROVIDING APPROXIMATELY 49,000 RIDES ANNUALLY AND RANKING SECOND IN [00:40:02] OVERALL RIDERSHIP.
