AND THEY'RE ALSO WORKING ON PLACING SOME FOOTINGS. THEY'RE CONSTRUCTING FORMS, BENT FORMS, CAP FORMS, AND THEY'RE SETTING RETAINING WALL PANELS AS WELL. FOR THE NEW I-10 WESTBOUND TO 69 SOUTHBOUND DIRECT CONNECT ALSO. SO THAT'S THE MAJORITY OF THE WORK THAT THEY HAVE GOING ON RIGHT HERE. BUT WE'RE REALLY TRYING TO GET THOSE TWO FRONTAGE ROAD BRIDGES UP AND IN WORKING ORDER SO THAT WE CAN MOVE ON INTO THE NEXT PHASES OF THE PROJECT. LET'S SEE. SKIPPING DOWN JUST FURTHER ON THIS LONGER RED LINE. SO THE CARDINAL DRIVE PROJECT, THAT ONE STOPS RIGHT AT WALDEN ROAD. AND THEN CONTINUING ON WITH THIS RED LINE. THERE'S ACTUALLY ABOUT, I WOULD SAY A LITTLE A LITTLE LESS THAN A YEAR. SO SOMETIME AROUND THE END OF THIS YEAR, MAYBE THE BEGINNING OF NEXT YEAR IS WHEN THAT PROJECT WILL BE COMPLETED. BUT WHAT THEY'RE WORKING ON RIGHT NOW IS THEY HAVE BEEN PLACING CEMENT TREATED BASE NEAR THE JUGHANDLES AROUND SMITH ROAD, AND WE'RE GOING TO BE WORKING ON GETTING THAT PAVED A BIT LATER ON ALSO. BUT THIS ONE DOESN'T HAVE TOO MUCH LONGER TO GO. WE'LL CLEAR ALL THAT UP AND THAT WILL BE ONE LESS LESS HEADACHE ON THE ROADWAY. OKAY. LET'S SEE. WE'RE JUST WAITING FOR SOME VEGETATIVE ESTABLISHMENT TO TAKE PLACE ON BOTH PROJECTS AS WELL, AS WE'RE IN A PERFORMANCE PERIOD ON BOTH PROJECTS AS WELL. SAY, A BOX CULVERTS TO INSTALL THROUGHOUT THE PROJECT BEFORE THEY FINISH WITH THAT SEGMENT. BUT I'M SURE YOU'VE NOTICED THE MAURY MYERS BRIDGE, SADLY, HAS BEEN UNDER DEMOLITION THE PAST COUPLE OF WEEKENDS. RIGHT NOW THEY HAVE IT DEMOED UP TO, WELL BEFORE LAST. THIS PAST WEEKEND THEY HAD IT DEMOED UP INTO THE FRONTAGE ROAD RIGHT HERE OVER THE WEEKEND THEY WERE ABLE TO REMOVE THAT SEGMENT. SO NOW WE ARE RIGHT UP AGAINST THE MAINLANES. WHAT WE HAVE COMING THIS WEEKEND IS WE'RE GOING TO HAVE THE CONTRACTOR REMOVE THIS PORTION OF THE BRIDGE AS IT [00:15:02] CROSSES OVER THE EASTBOUND AND WESTBOUND LANES OF I-10. SO WHAT THAT ENTAILS IS WE'RE GOING TO BE SHUTTING DOWN THE FREEWAY IN ORDER TO ACCOMPLISH THIS. AND THE DETOUR TO ACCOMMODATE TRAFFIC DURING THIS TIME IS WE'RE GOING TO BE UTILIZING THE FRONTAGE ROADS ON BOTH SIDES OF I-10. SO WE WILL FOR I-10 EASTBOUND, WE'RE GOING TO BE DIVERTING TRAFFIC FROM THE CALDER EXIT RIGHT DOWN HERE. THEY WILL CONTINUE ALONG THE FRONTAGE ROAD ALL THE WAY. GETTING UP INTO THE CURVE RIGHT HERE. RIGHT. AND THEN RIGHT HERE AT 11TH STREET. THEY WILL EITHER BE ABLE TO TAKE THE U-TURN RIGHT HERE. AND THEN THERE IS AN ON RAMP JUST NORTH OF DELAWARE STREET. IF THEY WANTED TO CONTINUE ON TO 69 NORTH, OR IF THEY WANTED TO GET BACK ONTO I-10, THERE IS AN ON RAMP JUST PAST 11TH STREET RIGHT HERE THAT WILL ALLOW THEM TO GET BACK ON. AND THEN FOR TRAFFIC COMING FROM LOUISIANA, THEY WOULD TAKE THE EXIT RIGHT HERE. THIS TINY LITTLE SHOOT OFF DIRECTLY INTO GLADYS WILL HAVE THAT CLOSED. WE'LL BE FOCUSING ALL THE TRAFFIC ONTO THE FRONTAGE ROAD, AND THEN COMING DOWN HERE ALL THE WAY DOWN THE FRONTAGE ROAD, JUST RIGHT UNTIL YOU GET BEFORE THE RAILROAD. RIGHT HERE. WE HAVE ANOTHER ON RAMP THAT WILL LET YOU GET BACK ONTO I-10 JUST BEFORE COLLEGE STREET. AND THEN SIMILARLY FOR 69 SOUTH, IF YOU'RE APPROACHING THE INTERSECTION OR IF YOU'RE APPROACHING THE INTERCHANGE, RATHER YOU WILL EXIT JUST BEFORE DELAWARE. OKAY. AND THEN YOU WILL JOIN IN ON THE FRONTAGE ROAD WITH THE TRAFFIC THAT LEAVES FROM I-10. AND JUST CONTINUE ON SOUTH AS YOU WERE. NOW WE WILL STILL HAVE THE CONNECTOR OPEN FROM 69 SOUTH TO I-10 EAST. SO PEOPLE WILL BE ABLE TO MAKE THIS TURN MOVEMENT HERE STILL. BUT THIS WILL BE A MAJOR OPERATION. AND. ALL I CAN SAY IS THAT WE WILL BE PLANNING FOR THE BEST. OKAY. WHAT WE'RE DOING RIGHT HERE IS WE'RE GOING TO BE WIDENING THE HIGHWAY FROM TWO LANES IN BOTH DIRECTIONS TO THREE LANES IN BOTH DIRECTIONS. YOU WANT TO OFFER SOME INPUT ON THAT? YES, SIR. SO YES, WE DID PERFORM A TRAFFIC STUDY BACK IN 2022. THE WARRANTS WERE. WE WERE JUST AT THE THRESHOLD OF MEETING THE WARRANTS FOR THE SIGNAL. AT THE TIME THAT THAT STUDY WAS PERFORMED. BUT I THINK SOMETHING THAT WAS OVERLOOKED WAS ALSO THE CORRIDOR STUDY OF MAJOR DRIVE THAT TEXDOT PERFORMED FROM HIGHWAY 73 ALL THE WAY TO TRAM ROAD. THAT CORRIDOR STUDY ALSO FOUND THAT THE MINIMUM CRITERIA WAS BARELY SURPASSED AT FOR THE SIGNAL AT RFD ROAD. AT HIGHWAY 105. ONE OF THE ISSUES THAT TEXDOT IDENTIFIED IN THEIR STUDY IS THAT THE SIGNAL AT MAJOR DRIVE IN HIGHWAY 105 IS A SIGNIFICANT CAUSE OF THE DELAY AND THE SAFETY HAZARDS AT RFD ROAD AND HIGHWAY 105, AND TRYING TO NEGOTIATE WITH TXDOT, THEIR TEXDOT CONSULTANT PROPOSED SOME SKETCHES TO IMPROVE THE SIGNAL AT MAJOR DRIVE INTERSECTION, BUT THEY CONSISTED OF EITHER MAJOR NEW CONSTRUCTION OR RECONSTRUCTION OF BOTH OF THOSE HIGHWAYS TO MAKE IT HAPPEN. IT WENT SO FAR AS TO CLOSING TOLIVER ROAD TO BEING A RIGHT TURN ONLY INTERSECTION INTERSECTION THERE. THE CRASH HISTORY IS HIGH IN THAT AREA. A LOT OF IT COMES FROM FAILURE TO YIELD THE RIGHT OF WAY FOR LEFT TURNS THAT ARE EXITING FROM RFD ROAD ONTO HIGHWAY 105, WE WENT SO FAR AS TO EXPLORE THE POSSIBILITY OF WHEN TXDOT DID THEIR HIGHWAY 69 AT EASTEX PROJECT. THEY DID NOT CONSTRUCT FEEDER ROAD BRIDGES OVER THE CANAL, AND SO THAT IS ANOTHER OUTLET THAT WOULD GIVE THAT TRAFFIC THAT'S TRYING TO COME OFF OF RFD ROAD TO GET TO THE HIGHWAY. A LOT OF THAT LEFT TURN AND TRAFFIC IS TRYING TO GET TO THE HIGHWAY. IF THAT BRIDGE HAD BEEN INCLUDED WITHIN THAT SCOPE OF WORK, THAT WOULD ALLOW THAT TRAFFIC TO AVOID HIGHWAY 105 ALTOGETHER AND GO STRAIGHT TO EASTEX FREEWAY. BUT SINCE THEY DID NOT BUILD THOSE FEEDER ROAD BRIDGES, THAT'S THE ONE SPOT THAT IS MISSING. TO HAVE THAT CONTINUOUS FEEDER ROAD PATH OUT OF BEAUMONT INTO HARDIN COUNTY, THE TRAFFIC HAS TO MAKE ITS WAY BACK UP TO CHIN, MAKE A U-TURN, AND THEN TRY TO GO SOUTHBOUND, WHICH IS NOT CONVENIENT FOR ANY OF THE TRAFFIC THERE AS WELL. SOME OF THE IMPROVEMENTS AT THE MAJOR DRIVE AT 105 INTERSECTION INVOLVED EVEN HAVING TO ACQUIRE RIGHT OF WAY TO CREATE A CUT THROUGH STREET FROM TOLIVER ROAD TO HIGHWAY 105, WHICH AGAIN IS ALSO COSTLY, ADDING TO THE COMPLEXITY OF RFD ROAD IS. THE CITY HAD AT ONE POINT CONSIDERED THE CONSTRUCTION OF PARK. I'M GOING TO MESS THE NAME UP THE CONNECTOR ROAD FROM POINT PARKWAY NORTH TO HIGHWAY 105. IF YOU SEE THAT INTERSECTION WOULD ALSO NEED AN INTERSECTION SIGNAL AS WELL. SO YOU'LL HAVE, YOU KNOW, YOU START DEVELOPING THAT 1960 SITUATION WITH SIGNAL AFTER SIGNAL AFTER SIGNAL.
