WE CURRENTLY SERVE OVER ABOUT 100 CITIES IN TEXAS AND REINVESTMENT ZONES HAVE BECOME ONE OF OUR MOST POPULAR TOOLS THAT THE REASON THEY HAVE BECOME SO POPULAR IS BECAUSE A REINVESTMENT ZONE DOES NOT RAISE TAXES. REINVESTMENT ZONE DOES NOT CHANGE TAX RATES. IT IS ABSOLUTELY INVISIBLE. THOSE PEOPLE AND PROPERTY OWNERS THAT LIVE IN THE ZONE IS STRICTLY A FINANCIAL TOOL THAT ALLOWS THE CITY TO ALLOCATE DOLLARS TOWARD CAPITAL PROJECTS THAT YOU DECIDE THEY'RE UNDER YOUR CONTROL. SO WE'RE GOING TO WALK THROUGH WHAT THAT LOOKS LIKE TODAY. SO IN TERMS OF THE OVERVIEW, AS I SAID , THERE'S WELL OVER 400 CITIES IN TEXAS NOW THAT USE REINVESTMENT ZONES AS AN ECONOMIC DEVELOPMENT TOOL. IT IS DESIGNED TO BE A LONG TERM INVESTMENT MECHANISM. THIS IS NOT A ONE YEAR CAPITAL PROJECT DECISION. THIS IS A PROJECT PROCESS THAT WILL GIVE YOU OVER 30 YEARS. OF LEEWAY IN TERMS OF FUNDING PUBLIC IMPROVEMENTS THAT YOU DESIGNATE FOR THE CITY OF BEAUMONT. YOU HAVE SOME VERY AMBITIOUS AND ADMIRABLE PLANS FOR DOWNTOWN, AND WE HAVE MADE SURE THAT WE HAVE INCORPORATED THOSE INTO THIS PROJECT LIST. BUT YOU HAVE THE ABILITY ALWAYS TO WITH THE REINVESTMENT ZONE, GO BACK AND AMEND THAT CHANGE THAT AT ANY POINT, YOU NEED TO EXPAND IT. YOU CAN EXTEND THE

THIS IS CONSIDERED TO BE A PAY AS YOU GO TOURS, WHICH JUST MEANS THE DOLLARS THAT COME INTO THE FUND OR ALLOCATED BY YOU FOR PROJECTS AS THOSE PROJECTS ARE IDENTIFIED , AND AS FUNDS ARE AVAILABLE, SO YOU'RE NOT GOING OUT THERE AND ISSUE A DEBT. THERE'S NOT ANY OBLIGATIONS ASSOCIATED WITH THIS LIKE A CEO OR A GEO. IT IS SIMPLY DOLLARS AVAILABLE TO YOU TO SPIN AS YOU DEEM NECESSARY. AND THAT'S ONE OF THE MOST IMPORTANT ASPECTS OF THE ENTIRE PROCESS IS THE CITY WILL NOW HAVE DESIGNATED DOLLARS THAT YOU CAN USE TO MATCH PRIVATE SECTOR DOLLAR INVESTMENT IN THE ZONE. IN THE PAST THAT'S ONLY BEEN DONE THROUGH AN ANNUAL INTERACTIVE CAPITAL PROJECT PROCESS. BUT WHEN YOU IDENTIFY PROJECT INSIDE THE ZONE, A DEVELOPER COMES IN AND SAYS, LOOK, I HAVE AN IDEA FOR X Y AND Z DOWNTOWN NEAR THE WATER NEAR THE WATER OF PETROL, FOR EXAMPLE. WELL YOU HAVE THE ABILITY TO MAKE LONG TERM COMMITMENTS OF DOLLARS TO SUPPORT THAT INVESTMENT THROUGH YOUR TERM ZONE IN THAT DOWNTOWN AREA, SO YOU HAVE A LOT MORE FLEXIBILITY. YOU'LL HAVE A LOT MORE MONEY OVER TIME. YOU'VE GOT THE ABILITY TO GROW IT WITH YOUR ZONE, AS OPPOSED TO JUST BEING INTERACTIVE ONE YEAR, ONE YEAR AT A TIME. SO LET'S TAKE AN EXAMPLE OF HOW THE TOURS OPERATES. TAKE A PIECE OF PROPERTY THAT VALUED JANUARY 1ST 2023 FOR A MILLION DOLLARS. AND THAT APPRAISED VALUE FOR AS OF JANUARY. 1ST 2024. LET'S SAY IT GOES UP 3% SO NOW THAT PROPERTY IS VALUED AT A MILLION $30,000, SO THE NEW TAX INCREMENT THAT GOES INTO THE FUND IS $30,000. THAT IS THE INCREASE OVER THE EXISTING BASE. THAT'S THE DOLLARS THAT WILL BE GOING INTO THE FUND. TAKE ANOTHER EXAMPLE IS THAT WE HAVE A VACANT PIECE OF PROPERTY IS NOT DEVELOPED AT ALL. MAYBE IT'S ON THE TAX ROLLS AT $100,000. IF WE TAKE THAT SAME PROPERTY, AND WE ADD A MILLION DOLLARS IN NEW IMPROVEMENTS WELL, WE TAKE THE ENTIRE INCREMENT ABOVE THE INITIAL BASE OF $100,000. WE HAVE A MILLION DOLLARS NOW OF NEW BASE THAT WILL BE TAXED IN A WAY TO PUT IT INTO THE ZONE. SO THAT SHOWS YOU HOW FAST THESE DOLLARS CAN GROW BECAUSE IT NEW DEVELOPMENT PARTICULAR YOU'VE GOT THE ABILITY TO REALLY BEGIN ACCELERATING VALUE AS THAT ZONE GROWS. THE REINVESTMENT ZONE THAT WE HAVE CONTEMPLATED FOR BEAUMONT IS A 60% CONTRIBUTION. THAT THAT MEANS IS THIS INCREMENT WOULD BE 60% DESIGNATED TOWARDS TOURS. THE OTHER 40% WOULD STAY IN YOUR GENERAL FUND. EVERY CITY DOES THIS DIFFERENTLY. SOME CITIES ARE 5050. SOME CITIES ARE 9010.

IT JUST DEPENDS ON THE CITY. WE SELECTED 6040 BECAUSE THIS IS A LARGE ZONE AND WE WANT TO MAKE SURE THAT WE HAVE ADEQUATE SERVICE DOLLARS AVAILABLE. SO THAT IS THE ZONE GROWS AND SERVICES BECOME MORE DEMANDED. YOU'VE GOT THE ABILITY TO DO THAT THROUGH YOUR GENERAL FUND, AND THE TOURS WON'T HAVE ANY NEGATIVE IMPACT ON THAT. SO OPERATIONALLY, IT MAKES SENSE TO

ANYTIME YOU WANT TO MANY CITIES, INCLUDING THE CITY, WHERE I FIRST PUT MY FIRST HERS IN PLACE, WHICH IS GREAT VINE HAVE EXTENDED THEIR REINVESTMENT ZONE MULTIPLE TIMES BECAUSE IT JUST CONTINUES TO PAY DIVIDENDS AND GIVES THE CITY THE ABILITY TO LEVERAGE PUBLIC SECTOR DOLLARS WITH PRIVATE INVESTMENT. SO THAT'S HOW IT ILLUSTRATES HOW IT LOOKS. MOVE ON TO THE NEXT ONE.

SO THERE'S A LOT OF REASONS TO DO THIS. I'M NOT GOING TO READ THIS TO YOU. BUT ESSENTIALLY WHEN YOU HAVE AN AREA WHERE YOU HAVE A VISION FOR NEW PROJECTS, BUT YOU DON'T NECESSARILY HAVE THE CAPITAL TO GO SPEND IT ALL AT ONE TIME. THAT'S A PERFECT SCENARIO FOR RITTER'S. WE GET THE REGIONAL BENEFIT OF LONG TERM GROWTH THROUGH TEARS, AS OPPOSED TO ONE YEAR CAPITAL PROJECT. WE ALL KNOW CAPITAL PROJECTS, BUDGETS COME AND GO WITH THE ECONOMY. SOME YEARS.

THEY'RE GREAT, AND WE CAN DO A LOT OF IMPROVEMENTS. OTHER YEARS. WE CAN'T THE GOOD NEWS ABOUT THE TOURS IS IT GIVES US A LONGSTANDING 30 YEAR TOOL THAT ALLOWS US TO SYSTEMATICALLY ADD TO OUR INFRASTRUCTURE NEEDS DOWNTOWN. THEY GO INTO THIS FUND AND REMEMBER YOU WILL MAKE THE DECISIONS TO DETER KEYBOARD AND A RECOMMENDATION TO COUNCIL ON WHAT THOSE PROJECTS ARE. THE TERRORISM ACT. ALSO, PARDON ME.

THE ACT ALSO ALLOWS YOU TO OFFER PARTICIPATION TO OTHER TAXING ENTITIES IN YOUR COMMUNITY, NOT INCLUDING THE SCHOOL DISTRICT.
