SOCIETY.AND WHEREAS PIONEERING WOMEN IS A GRASSROOTS ORGANIZATION FOUNDED TO ENHANCE THE LIVES OF WOMEN AND ITS MISSION IS TO MOTIVATE, EDUCATE, ACTIVATE, AND UPLIFT WOMEN FOR THE BETTERMENT OF HUMANKIND.
WHEREAS THURSDAY, AUGUST 4TH, 2022 IS ROCKING AND ROLLING TO OUR DRUM BEAT IT COMMEMORATES THE 102ND ANNIVERSARY OF THE RATIFICATION OF THE 19TH AMENDMENT TO THE UNITED STATES CONSTITUTION, WHICH GUARANTEES WOMEN THE RIGHT TO VOTE AND SHOWCASING THE DIVERSITY AND CONTRIBUTIONS OF WOMEN FROM ALL INTERESTS, OCCUPATIONS AND LIVELIHOODS.
AND WHEREAS ACCOMPLISHING THE MILESTONE REQUIRED A LENGTHY AND STRUGGLE.

UM, THESE 13 ARE IN NEED OF SOME LEVEL OF STRUCTURAL REPAIR AS PER THE LAST INSPECTION REPORT.
UM, THEY'RE ALL CLASSIFIED AS LEVEL THREE, WHICH RECOMMENDS THAT, UM, THE URGENCY LEVEL IS THAT WE ADDRESS IT BEFORE THE NEXT, UH, TECHSTOP BRIDGE INSPECTION.
WE'RE ALSO ADDRESSING ANOTHER 14 BRIDGES INTERNALLY WITH STREETS AND DRAINAGE AND 29, UH, BRIDGES WITH TRAFFIC MANAGEMENT, UM, TO SOME LEVEL THEY'RE DIFFERENT MARKERS, DELINEATORS ET CETERA, MISSING AS, AS REQUIRED BY TEXTILE.
WE'RE ADDRESSING THOSE INSIDE.
I HAVE ANOTHER COMMENT I LIKE TO MAKE ON THAT.

CAN DO YOU TREAT BETWEEN THOSE, UM, LEVELS OF EXPERTISE PRIOR WORK EXPERIENCE? UM, OUR PAST BEHAVIORS IN TERMS OF LOOKING WITH THEM WITH BIDDING.
AND I THINK BART CAN PROBABLY JUMP IN.
SOMETIMES WE HAVE BIDDERS WHO BID IN THE PAST, BUT WE'VE HAD, THEY HAVE CURRENT CONTRACTS WITH THE CITIES WHERE THEY'RE EITHER BEHIND ON THE WORK OR HAVEN'T BEEN DOING THE WORK ADEQUATELY.
SO WE WOULD WANT TO SCORE THEM OR NEED THAT SCORING PROCESS TO KIND OF SAY WHY THEY, THAT LOWER BID WOULDN'T BE CONSIDERED BASED ON THIS PAST PRACTICE OF DEALING WITH THAT PARTICULAR BIDDER OR BENDER COUNCIL MEMBER TURNER.
AND THERE WAS ACTUALLY ONE OF THE ONES I HAD HIGHLIGHTED BECAUSE I NOTICED WE SAY EXPERIENCED EXPERIENCE, AND I UNDERSTAND THAT, BUT AT SOME, AT SOME POINT, HOW CAN YOU GAIN EXPERIENCE IF YOU DON'T GET THE OPPORTUNITY? SO THAT'S ONE THING THAT I WAS LOOKING AT WHEN I ACTUALLY SEEN A BEAUMONT BID VERSUS, YOU KNOW, THE OUT OF TOWN BID.
SO I JUST KIND OF WANT TO GET A BETTER UNDERSTANDING WHEN WE SAY EXPERIENCE JUST OUT OF CURIOSITY, HOW CAN THEY GET THE EXPERIENCE WITHOUT THE OPPORTUNITIES? WELL, WE'RE RANKING THE EXPERIENCE THEY BRING TO THE, UH, THE BRIDGE REPAIRS FOR THE CITY OF BEAUMONT.
SO WE'RE JUST LOOKING FOR THE BEST DEAL FOR THE CITIZENS.
THIS IS A SPECIFIC AREA OF EXPERTISE THAT WE DON'T HAVE INSIDE, WHICH IS WHY WE'RE BRINGING IN OUTSIDE EXPERTISE.
AND WE DID NOT IN THIS CASE, UH, MARK ANY OF THE RESPONDENTS AS BEING DEFICIENT IN SOME WAY DUE TO PAST EXPERIENCE WITH THE CITY IS JUST PURELY RANKING, UH, WHAT THEY BRING TO THE TABLE IN TERMS OF THIS, THIS WORK AND WHAT THEY'VE PUT IN THE PROPOSAL.

ONE OF THE QUESTIONS ON J UM, MR. BOONE, WHAT EXACTLY ARE THESE TEMPORARY STAFF, UH, EMPLOYEES GOING TO BE USED FOR? SO IF LOOKING AT THE FINAL PAGE OF THE BID RESPONSE, YOU'LL SEE IT'S A VARIETY OF POSITIONS, UM, OFFICE CLERICAL, UNSKILLED OFFICE CLERICAL SKILLED, UH, LABOR SKILLED AND UNSKILLED, UH, VOCATIONAL NURSE EQUIPMENT OPERATOR.
SO ESSENTIALLY ANYTIME WE ARE SHORT-STAFFED AND WE NEED TEMPORARY, UM, TEMPORARY STAFFING, UH, THIS, THIS GROUP WILL PROVIDE THAT TO US AT THESE RATES.
OH, I SUPPOSE THE PROBLEM RIGHT NOW THAT YOU'RE NOT ABLE TO HIRE EMPLOYEES FAST ENOUGH TO BE ABLE TO KEEP UP OR WHAT'S THE CONCERN.
IT IS A DIFFICULT ENVIRONMENT.
UH, THE ECONOMY IS STRONG AND, UM, AND WE JUST, WE CA WE COME ACROSS SITUATIONS WHERE WE SIMPLY IN THE PROCESS IS NOT, YOU KNOW, TO HIRE ON WITH THE CITY OF BEAUMONT IS NOT AS ONEROUS AS SOME CITIES.
AND SO SOMETIMES W WE BECOME, WE WERE IN A SITUATION WHERE WE, WE SIMPLY HAVE TO HAVE, UM, UH, SOME STAFFING AND POSITIONS.

UH, ONE IS PROJECT MERCURY OR OCI FUELS, WHICH IS A BIOFUEL PROJECT IN TWO PHASES, CONVERTING WOOD CHIPS TO BIOSYNTHESIS GAS AND ONE BEING PROJECT DEEP BLUE OR OCI CLEAN AMMONIA, WHICH IS AN AMMONIA FERTILIZING FACILITY IN ORDER TO BRING THIS PROJECT, THESE PROJECTS TO BELMONT OR IN THIS CASE, JUST OUTSIDE THE CITY LIMITS.
UH, WE ARE PROPOSING TO OFFER, UH, HERE IN AN INDUSTRIAL DEVELOPMENT AGREEMENT, UH, WITH TERMS THAT ARE TYPICAL OF OUR OTHER IDEAS DURING THE CONSTRUCTION PROJECT, UH, PERIOD, IN ADDITION, WE'RE SUBMITTING, UH, THE OFFER OF AN INDUSTRIAL DEVELOPMENT ABATEMENT AGREEMENT, UH, FOR A HUNDRED PERCENT OF THE VALUE, UH, FOR 15 YEARS, I SHOULD NOTE WHILE THESE IDA TERMS ARE NOT TYPICAL, WE ARE RECOMMENDING THEM FOR THE FOLLOWING REASONS.
NUMBER ONE, OCI HAS ALREADY INVESTED OVER $3 BILLION IN THE BELMONT AREA, CONVERTING A MOTHBALL PLANT INTO THE OCI AND NAT GASOLINE METHYL ETHANOL PLANT BRINGING APPROXIMATELY 350,000 IN REVENUE ANNUALLY TO THE CITY OF BEAUMONT BEGINNING IN 2025.
AND FROM US FROM OCI AND AN ESTIMATED $5.3 MILLION, UH, BEING PROVIDED TO THE CITY OF BEAUMONT FROM THE NAT GAS FACILITY BEGINNING IN 2026, UH, THIS DEMONSTRATES PRETTY CLEARLY AN ABILITY TO REALIZE SUCH PROJECTS OF THIS MAGNITUDE.
THESE PROJECTS, IF REALIZE, COULD REPRESENT UP TO $4.9 BILLION WITH UP TO 2000 CONSTRUCTION JOBS AND 240 PERMANENT JOBS, THE SECONDARY IMPACT OF THESE INVESTMENTS, UH, WOULD BE, UH, QUITE SIGNIFICANT ONCE THE PROPOSE IDA EXPIRES, IF APPROVED, WE ESTIMATE THAT THE PROJECT WOULD RESULT IN AN ANNUAL REVENUE FOR THE CITY OF BEAUMONT OF JUST UNDER $20 MILLION FOR THE FIRST YEAR, AND THEN REDUCING THE AMOUNT OF ABOUT $1 MILLION FOR EVERY TWO AND A HALF, TWO TO THREE YEARS AFTER THAT, UH, DUE TO, UM, A REDUCTION IN VALUE.
AND THEN FINALLY OCI HAS PREPARED IS PROPOSING TO PAY THE CITY $1 MILLION A YEAR FOR THE NEXT FIVE YEARS, UM, BEGINNING IN FY 23.
SO AGAIN, I WANTED TO KIND OF GIVE YOU THE OVERVIEW OF ITEMS EIGHT THROUGH 12 AS WE GO THROUGH THEM.
UM, AND I GUESS BEFORE WE DO, I JUST, I WANTED TO, YOU KNOW, THANK OCI FOR THEIR CONTINUED INVESTMENT IN OUR COMMUNITY, THEIR LEADERSHIP, I WANTED TO THANK GRIFFITH MOSLEY AND JOHNSON'S TEAM FOR FACILITATING THIS DISCUSSION, HELPING US BRING THIS PROPOSAL FORWARD.

UH, AGAIN, SOME OF THIS IS REDUNDANT, BUT FOR THE SAKE OF CLARIFICATION, THE CITY WAS APPROACHED ABOUT ENTERING INTO AN INDUSTRIAL DEVELOPMENT AGREEMENT IN ORDER TO PROMOTE THE DEVELOPMENT OF AN INDUSTRIAL FACILITY THAT WOULD CONVERT BIOMASS OR LOCAL WOODCHIPS INTO BIOSYNTHESIS GAS AND BIO METHANOL.
THE PROJECT IS LOCATED AT, IN NEAR THE OCI FACILITY ON HIGHWAY 3 47, JUST BEYOND THE CITY LIMITS.
ITEM, ITEM PACKET ARE THE PROPOSED INDUSTRIAL DEVELOPMENT AGREEMENTS FOR PHASES ONE AND TWO OF THE PROPOSED PROJECT.

AND UP TO 120 PERMANENT EMPLOYEES, UH, THE AGREEMENT REQUIRES THAT PHASE ONE MUST COMMENCE CONSTRUCTION BY DECEMBER 31ST, 2025 AND PHASE TWO MUST CONNECT COMMENCE CONSTRUCTION BY JANUARY 1ST, 2030 FOR PHASE TWO.
UM, I SHOULD MENTION THAT, UH, IN ADDITION, THE AGREEMENT REQUIRES THAT FIVE PAYMENTS IN THE AMOUNT OF $1 MILLION WILL BE MADE ANNUALLY TO THE CITY BEGINNING IN FISCAL YEAR 2023.

AGAIN, THE CITY WAS RECENTLY APPROACHED ABOUT ENTERING INTO AN INDUSTRIAL DEVELOPMENT AGREEMENT IN ORDER TO PROMOTE THE DEVELOPMENT OF AN INDUSTRIAL FACILITY THAT WOULD PRODUCE AMMONIA.
UH, THE PROJECT IS LOCATED AT AND NEAR THE OCI FACILITY ON HIGHWAY 3 47, JUST BEYOND THE CITY LIMITS ATTACHED WITHIN YOUR, UH, AGENDA ITEM ARE THE PROPOSED INDUSTRIAL DEVELOPMENT GRIEVES AGREEMENTS FOR PHASES ONE AND TWO OF THE PROPOSED PROJECT.
THE AGREEMENT PROPOSES AN ABATEMENT OF 100% FOR 15 YEARS FOR THE PROJECT.

IN ADDITION, THE AGREEMENT REQUIRES THAT FIVE PAYMENTS IN THE AMOUNT OF $1 MILLION WILL BE MADE ANNUALLY TO THE CITY BEGINNING OF THE FISCAL YEAR 2023.
UM, I SHOULD POINT OUT THAT THAT'S NOT IN ADDITION TO THE OTHER, IT'S SIMPLY A $1 MILLION PAYMENT FOR EITHER OR, UH, SHOULD BE NOTED THAT SEPARATE AGREEMENT IS ALSO BEING PROPOSED FOR RELATED BIOFUEL PLANT, WHICH WE JUST DISCUSSED ALONG WITH A SEPARATE INDUSTRIAL AGREEMENT THAT OUTLINES THE AMOUNT OF TAXES TO BE PAID TO THE CITY DURING THE CONSTRUCTION PHASES OF THE PROJECT, WHICH IS A FUTURE ITEM, THE ADMINISTRATION RECOMMENDS APPROVAL.

WHEN HE TRIED TO TAKE A BUILDING AND PUT HIS OFFICE OR WHATEVER HE'S GOING TO DO THERE, THAT'S WHAT I'M TALKING ABOUT.

AND SO I'M JUST SIMPLY SAYING THAT, UH, WE NEED TO BE MORE DEFINING BECAUSE AT THAT MEETING, THEY DISCUSSED AND, AND ASK THE QUESTION.

AND SO I THINK WE NEED TO BE A BIT MORE CLEAR IN DEFINING OF WHAT WE WANT IN THIS HISTORIC DISTRICT AND, AND TRY TO, TO, TO REACH THAT.
AND, UH, CAUSE WE GOT A LOT OF OLD HOMES THAT ARE JUST NOT BEING REPAIRED BECAUSE THE OWNERS DON'T KNOW WHAT TO DO.

AND SO, UM, CAN WE HAVE A, A HEALTH INSPECTOR GO OUT AND JUST LOOK AT THE SITE TO MAKE SURE THERE'S NO CODE VIOLATION THERE AND CAN WE HAVE A CODE ENFORCEMENT OFFICER GO OUT AND MAKE SURE THAT THERE'S NO CODE AND VIOLATION THERE ALSO BECAUSE THERE WERE SOME REPORTS LAST NIGHT, THERE ARE SOME PROBLEMS. AND SO OF COURSE WE'RE ALL LOOKING FOR OUR COMPASSIONATE, YET PRACTICAL SOLUTION TO THAT ISSUE.
AND UH, WE WANT TO BE COMPASSIONATE, BUT WE UNDERSTAND THE NEIGHBORS AND THEIR FRUSTRATION.
SO COULD WE HAVE THOSE TWO DEPARTMENTS GO OUT AND JUST INVESTIGATE? YES, SIR.

I WANTED TO COMPLIMENT THEM ON THAT.
I SEEN A GENTLEMAN WHO LEADS THAT DEPARTMENT IN AUDIENCE.
I SEE HE HAD TO LEAVE EARLY, UH, 10 YEARS AGO.
I GOT A LOT OF CALLS ABOUT THESE INDUSTRIAL AGREEMENTS AND I JUST WANT TO ECHO THE FACT THAT 10 YEARS AGO WE HAD THE CURRENT, THE PREVIOUS IS IN THE AUDIENCE, VICKY AMES, UH, COUNSEL, MS. SAMUEL.
I'M NOT SURE IF MIKE WAS ON THE COUNCIL THEN, BUT YOU GUYS WENT TO AGREEMENT WITH OCI AND IT'S KIND OF COMING TO FRUITION BECAUSE IN 2025, WE'LL GET $350,000 A YEAR IN 2026, WE'LL SEE $5.6 MILLION A YEAR.
AND THE REALITY IS A LOT OF PEOPLE GET UPSET ABOUT THESE AGREEMENTS IN THESE DEALS, BUT THE CITY DOES NEED TO FIGURE OUT WAYS TO INCREASE REVENUE IN ORDER TO PAY FOR STREETS, DRAINAGE, POLICE OFFICERS, FIRE DEPARTMENT.
SO I KIND OF WANT THE COMPLIMENT STAFF ARE ACTUALLY EXPLORING THOSE OUT OPTIONS IN THE PAST.
AND ONE LAST QUESTION, I THINK THE INTERIM CAN ANSWER, THIS IS THIS CURRENT OCI DEAL OF THE LARGEST INDUSTRIAL PROJECT IN THE HISTORY OF BEAUMONT, TEXAS, W WE'LL GO BACK AND RESEARCH AND LET YOU KNOW, BUT I, I THINK IT MIGHT BE OKAY.

WE HAD A FULL HOUSE AND A APPRECIATE THE POLICE DEPARTMENT FOR BEING THERE AND GIVING US THE CRIME STATS WE, UH, UH, HEARD FROM, UH, UH, THE DISTRICT ATTORNEY'S OFFICE.
AND THEY KINDA GAVE US AN OVERVIEW OF WHAT WAS GOING ON IN THAT OFFICE.
AND SO THAT WAS A GREAT TIME, UH, YOU KNOW, IT'S HOT OUTSIDE AND THE HOMELESS, ESPECIALLY NOW THAT IT'S HOT OUTSIDE AND RIGHT

NOW WHAT WE'VE BEEN ABLE TO DO.SO THE MAYOR'S HOMELESS COALITION IS, UH, QUITE A NUMBER OF THINGS TO HELP OUR HOMELESS NEIGHBORS AND, YOU KNOW, WORKING WITH THE SALVATION ARMY TO REHAB A COUPLE OF BUILDINGS AT THE CORNER OF MCFADDEN AND FOREST.
UH, WE HAVE NOW A SHELTER THAT IS OPERATIONAL AND IT OPERATES, UH, STARTS AT 5:00 PM IN THE EVENING.
AND IT GOES TO SEVEN O'CLOCK IN THE MORNING AND THEY PROVIDE A FREE MEAL TO AT SEVEN O'CLOCK IN THE MORNING.
UH, THE SHELTER IS NOT DESIGNED TO KEEP THEM THERE ALL DAY.
THEY WOULD LIKE FOR THE PEOPLE THAT ARE SPENT THE NIGHT TO GO TRY TO FIND A JOB OR GO TO WORK, IF THEY HAVE A JOB OR GO TO SCHOOL.
AND THOSE THAT DON'T HAVE ANY OF THOSE THINGS AVAILABLE TO THEM, THEY TEND TO CONGREGATE AROUND THE AREA.
AND THAT'S WHEN, UM, HENRY'S PLACE COMES INTO THE PICTURE.
HENRY'S PLACE IS KIND OF A DAY CENTER FOR THE HOMELESS.
AND THEY'RE GOING TO HAVE AN OPEN HOUSE THIS THURSDAY FROM FOUR TO SIX, IT'S LOCATED AT 1107 MCFADDEN HENRY'S HOUSE HAS OPERATED AS A DIVISION OF SOME OTHER PLACE.
AND THE DIRECTOR OF HENRY'S HOUSE WAS THE SPEAKER AT THE LAST HOMELESS COALITION MEETING.
AND WHAT HE EXPLAINED WAS THAT RIGHT NOW, BECAUSE OF VOLUNTEER SHORTAGES, THEY DO NOT HAVE ENOUGH PEOPLE THERE TO KEEP IT OPEN.
DURING THE HOTTEST PART OF THE DAY, THEY CURRENTLY ARE OPEN FROM EIGHT 30, TILL 11.
THEN NOW THE CLIENTELE GOES OVER TO SOME OTHER PLACE AND HAS LUNCH.
AND THEN IN THE AFTERNOON, THERE'S JUST REALLY NOTHING.
THEY WOULD LIKE TO BE ABLE TO OPEN THE FACILITY UNTIL FIVE.
WHEN THE SALVATION ARMY SHELTER OPENS, WHAT THEY NEED IS VOLUNTEERS.
AND IF YOU KNOW SOMEBODY OR YOU YOURSELF ARE INTERESTED IN VOLUNTEER, AND WHAT WE'RE LOOKING AT AND VOLUNTEERS IS BASICALLY SOMEBODY TO SIT AT THE DESK, SORT THROUGH THE MAIL AND TO CHECK PEOPLE IN AND OUT, YOU KNOW, SIGN THEM IN AND OUT AND JUST KIND OF ACT ALMOST AS A HALL MONITOR BECAUSE PEOPLE THERE ARE GENERALLY THERE TO PLAY CARDS, WATCH TV, UM, GET A BREAK OUT OF THE HEAT AND AIR CONDITIONING.

YOU'RE GOING TO HAVE TO SCOUR AROUND ANTIQUE SHOPS TO TRY TO FIND THOSE WINDOWS.
AND A LOT OF PEOPLE SEE THEM AND DON'T EVEN KNOW WHAT THEY ARE, BUT IF YOU'VE OWNED A OLDER BUILDING OR AN OLDER HOME, TRUST ME, UH, THERE'S SOMETHING TO CONTEND WITH BECAUSE YOU HAVE TO HAVE THE WEIGHTS PROPERLY, UH, FITTED INTO THE SLOTS OF THOSE WINDOWS AND THEY WON'T COME DOWN AND THEY WON'T GO UP WITHOUT THEM.

IT'S A BEAUTIFUL SCENERY TO OUR CITY.

AND, UM, RIGHT NOW WITH THE HOMELESS CAMP, UH, THAT'S THERE IN OLD TOWN.
AND HOPEFULLY WE CAN GET THAT WORKED OUT AND, UH, FOUR FOR BOTH SIDES, BECAUSE WE DO UNDERSTAND THAT WE HAVE PEOPLE THAT ARE LIVING IN A COMMUNITY THAT DON'T WANT A HOMELESS CAMP NEXT DOOR TO THEIR HOME.
AND THEN WE HAVE, UH, AS COUNCIL MEMBER GUESTS JUST SAID, UH, THE CITY DONATED MONEY TO FIX HENRY TOWELS AND WE HAVE EMPTY ROOMS AND WE HAVE A FACILITY THAT'S THERE FOR THE HOMELESS TO, UH, TAKE ADVANTAGE OF, BUT WE DON'T HAVE ENOUGH VOLUNTEERS TO KEEP IT RUNNING.
AND WE'VE SPENT THE MONEY TO HAVE THE FACILITY AVAILABLE.
AND, UH, THERE ARE ROOMS WHITE THAT ARE NOT EVEN OCCUPIED OR RENTED.
HENRY'S PLACE IS DIFFERENT THAN THE SALVATION HENRY'S PLACES DURING THE DAY.
BUT THEN THE SALVATION ARMY SHELTERS STAFFED.
AND THAT'S NOT A PROBLEM, BUT THERE ARE VACANCIES THERE AS WELL.
IT'S HENRY'S PLACE FOR DURING THE DAY THAT WE NEED SOME VOLUNTEERS.
